EWUR covers all the higher education institutions worldwide that fulfill the following requirements:
• Are officially recognized, granted, licensed and/or accredited by the national or regional accreditation bodies such as Ministries of Higher Education or any other government recognized accrediting organizations.
• Are officially licensed, granted or authorized to provide at least four-year undergraduate degrees (Bachelor's Degrees) and/or postgraduate degrees (Master's and Doctoral Degrees).
• Delivers higher education courses primarily in an online environment OR face-to-face learning criteria via on-site facilities.
EWUR does not includes:
• Institutes granting two-year degree such as vocational colleges, community colleges, training colleges etc.
• Seminaries and/or other types of theological higher-education institutions
• Any other type of higher education institution that does not fulfill the mentioned requirements.
• Any University/Institute without an official website.
• The University's official domain has not been accessible for a longer period of time during the ranking process.

Measured by the number of major global awards, recognition, prizes, and medals earned by the university's alumni relative to its scale.
Measured by the most number of acquired CEO positions at major companies by the university's alumni and factors that represent rewarding employment.
Measured by the total number of accomplished faculty who have won major international awards, recognition, prizes, and medals.
Measured by the total number of research papers published on the most renowned and top-tier journals.
Measured by the total number of research papers published on the most renowned and highly-influential journals.
Measured by the total number of renowned and highly-cited research papers by the university's alumni.
